Responsibilities

Under the supervision of a licensed engineer, collaborating with clients, designers, contractors, private utility companies, pipeline companies, Metro, TxDOT and Harris County to Plan, schedule, and coordinate project activities including site planning and plan evaluation for unimproved land development, including hydrology, hydraulic calculations, and civil engineering design using modeling software to meet deadlines; conduct site visits to direct and oversee construction ensuring execution complies with design, relevant codes, regulations, and standards; evaluate boundary surveys, and topography maps of sites; review and approve testing reports for soils or materials to determine the adequacy and strength of foundations, concrete, asphalt, or steel; prepare contracts or negotiate revisions to contractual agreements with consultants, clients, suppliers, contractors and subcontractors; provide technical direction or supervision to junior engineers designing waterlines and estimating quantities/cost of materials, equipment, or labor to determine project feasibility; review and redline engineering calculations for thrust restraints, tunnel designs, Horizontal Directional Drilling conducted by junior engineers; develop valve commissioning plans, conduct inspections and tests, document valve commissioning activities, and resolve issues that arise during the commissioning process; manage project finances, approve daily reports from various inspectors, and create and approve monthly pay applications using Orion Project Management Software; review Submittals, RFI’s, Change Orders, Schedules & Cost Estimates from construction contractors, design engineers and other subconsultants; oversee the planning and scheduling of all construction activities using Synchro Pro, FastTrack Schedule, and Microsoft Project; schedule and lead monthly progress meetings with project stakeholders, including engineers, contractors, and subcontractors, to review project status, discuss milestones, address issues, and develop action plans to ensure the project stays on track; review projects for compliance with environmental sustainability criteria ensuring all future projects are designed with sustainability and resilience in mind; develop comprehensive project plans, including preliminary engineering and route evaluation, project timelines, budgets, and resource allocation; acquire permits from the City of Houston, Coast Guard and United States Army Corps of Engineers, TxDOT, Railroad crossings.

Qualifications

Bachelor’s Degree in Civil Engineering or foreign equivalent, plus 2 years of experience to include preliminary review of Submittals, RFI’s, Change Orders, Schedules & Cost Estimates, including comparing submitted documents by contractor to the specifications and project manual; working closely with senior engineers to develop project plans and designs; preparing design plan and profile sheets using Civil 3D and other CAD Software; conducting field surveys and collect data to inform project designs and decisions; testing soils or materials to determine the adequacy and strength of foundations, concrete, asphalt, or steel; conducting boundary surveys with licensed surveyors; estimating quantities and cost of materials, equipment, or labor to determine project feasibility; calculating storm drain and sewer system capacity and placement; preparing exhibits and applications for permits from the City of Houston, Coast Guard and United States Army Corps of Engineers, TxDOT, Railroad crossings, and etc.; attending Progress Meetings and preparing meeting minutes, assisting in estimating project costs and developing timelines for project completion; maintaining accurate records of project activities, including drawings, specifications, and correspondence; being responsible for project quality on tasks assigned as defined in the Quality Assurance / Quality Control guidelines; collaborating with interdisciplinary teams to integrate electrical, structural, and architectural designs into pump station and treatment plant design.
